Regulatory Framework For Swedish Government-Owned, Public Policy-Focused Real Estate Companies Is Strong, Report Says
STOCKHOLM (S&P Global Ratings) June 2, 2025--We assess the regulatory framework for Swedish government-owned real estate companies with a public policy focus as strong. This is underpinned by the companies' public policy mandate to provide properties for their government owners' operations (see "Regulatory Framework Assessment: Strong For Swedish Government-Owned, Public Policy-Focused Real Estate Companies," published today).
"Government-owned real estate companies with a public policy focus primarily provide premises in exchange for rent at the going market rate for a specific government operation, for instance higher education, security, or the judiciary," S&P Global Ratings credit analyst Dennis Nilsson said. "By owning these companies, the government aims to create centers of excellence for core public policy activities, where the companies' owners are generally also the tenants."
Government-owned real estate companies with a public policy focus are not under supervision or subject to oversight by a dedicated regulator, which we view as a slight weakness. Therefore, the general guidelines for these companies' operations, disclosure, and reporting are similar to those for other nonregulated private and public companies in Sweden. Governance, accounting, and taxation follow general Swedish legislation.
