Baytown, TX Revenue Bond Outlook Revised To Negative On Debt Levels, Pending Litigation; 'AA-' Rating Affirmed
AUSTIN (S&P Global Ratings) April 18, 2024--S&P Global Ratings revised its outlook to negative from stable and affirmed its 'AA-' long-term and underlying rating on Baytown Area Water Authority, Texas' outstanding water supply contract revenue bonds, issued on behalf of the city of Baytown.
At the same time, S&P Global Ratings assigned its 'AA-' rating, with a negative outlook, to the authority's $20.5 million series 2024 water supply contract revenue bonds.
"The negative outlook reflects our view of uncertainties, including pending litigation, surrounding the city's utility system as well as the authority's plans to issue additional debt payable by the city within the outlook period," said S&P Global Ratings credit analyst Mallie Lange.
The series 2024 bonds are issued on parity with the authority's outstanding debt, of which following this issuance it will have approximately $62 million. The authority intends to use bond proceeds for raw water rehabilitation projects and the expansion of its east surface water treatment plant.
The city of Baytown operates its own wastewater system, while its water system is distribution-only, with treated water provided by Baytown Area Water Authority. The authority was created by the city but operates as a separate legal entity.
